Purbanchal University (PU) was established by the government of Nepal in 1994 with the aim of decentralizing higher education and expanding opportunities for education across Nepal. The university has obtained permission from the Nepal Government to utilize Koshi Hospital in Biratnagar as a teaching hospital for the program. This collaboration is facilitated through a tripartite Memorandum of Understanding (MOU) signed between the Ministry of Health and Population, the Ministry of Education, Science, and Technology, and Purbanchal University. The utilization of Koshi Hospital for the MBBS program enables PU to provide practical training and clinical experience to its medical students, ensuring the development of competent healthcare professionals.

The university's financial sustenance predominantly hinges on internally generated resources, notably student fees, affiliation fees, and other revenue streams, with minimal support from the Government of Nepal. Consequently, the university faces the challenge of ensuring adequate funding for its operations. " To develop this university as the model in fulfilling the national objectives of education'.The aim is to address the present issues and long term sustainable development of the country, by alleviating the declining productivity of industries and agriculture, the increasing population and unemployment, the unsustainable development and erosion of natural resources, and the environmental deterioration and increasing vulnerability against human welfare."
At the outset, PU realised its role, although being a public university, as an interface between public and private academic institutions to provide affordable but reminiscent education to the mass while enduring self-sustenance and good-governance. The almost free education in public university on one hand and the astounding fees at private university on the other has resulted in wider anomalies and weaknesses in our education system. PU’s major challenge is to bridge the education gap through self-sustenance programs and activities, and make education affordable and accessible for all.

Government of Nepal has provided 545 hectares of land some 30 Kilometers from Biratnagar near East West Highway. According to the Master Plan of Purbanchal University, it has built and constructed central academic building for medical college to run MBBS program.PU has constructed excellent central library, building for the proposed Peace Research Center.
The University campus, is located in the Eastern Region of Nepal, covers over 545 hectares of deteriorating forest land provided by the Government of Nepal. For conservation, promotion of environment and sustainable economic development, PU has allocated 50% for productive forest, 12.5% for high income generating farm activities as medicinal herbs, another 12.5% for agro-forestry with ecosystem management approach, and the remaining 25% for infrastructure and physical facility.
Under the physical development plan ,PU has endeavoured into building its infrastructure and physical facilities with limited resources. For this first phase of development, with an estimate of Rs. 240 million have been invested for the construction at Gothgaon, Morang.PU has planned the overall construction in two phases(Phase I: 1999-2004 and Phase II: 2005-2009). PU has constructed Administrative Building, Central Campus, Central Library, Staff Quarters A-type and B-type, Boys and Girls Hostels, Continuing Education Centre in the Phase I(as seen in pictures in the different parts of the page).
